On October 25th, the international Intelligent Community Forum announced their annual selection of the 21 most Intelligent Communities in the World (Smart21). This year, Binh Duong region is the first Vietnamese region ever, to enter this selection of intelligent cities and regions in the world.
According to Dr. Nguyen Viet Long, director of the Binh Duong Smart City office, this confirms the successful approach of the Binh Duong Smart City project, to accelerate social and economic growth for Binh Duong Province and its people.
Since 2015, Binh Duong Province and Becamex are working closely together with EIPO from Brainport Eindhoven, The Netherlands. This region, who has been awarded the Most Intelligent Community of the Year 2011 by ICF, has developed itself from manufacturing industry into world class high tech and innovation ecosystems, bringing economic and social prosperity to the Brainport Eindhoven region and its people. Together with EIPO, Binh Duong developed the strategic action plan (Binh Duong Navigator), which has been adopted and ordered for implementation by the Binh Duong Provincial People’s Committee in December 2016.
The implementation of Binh Duong’s development strategy is coordinated by the Binh Duong Smart City office, led by Dr. Nguyen Viet Long (Director of International Relations and Strategy within Becamex IDC) and Joost Helms (Director EIPO). Over the last two years, many projects have been started to develop human recources and improve skills of our labor force, promote research and innovation, facilitate entrepreneurship and startups and improving basic infrastructure and quality of life in Binh Duong.
Driving force of this strategy is the close cooperation of government with research and education institutes and (private) companies. Together, they define the desired directions for development and identify projects, which are executed in close cooperation between public and private sector. This model of collaboration, called Triple Helix (also known as Golden Triangle) was first developed and successfully implemented in Brainport Eindhoven and is well-known around the world.
The international Intelligent Community Forum is a global network of cities and regions with a think tank at its center, based in New York City (USA). It connects hundreds of cities and regions on five continents for collaboration on economic development and for exchange of expertise and information that drives progress. Through this network, ICF researches how Intelligent Communities use information and communications technology to build inclusive prosperity, solve social problems and enrich their quality of life in our connected century.
Binh Duong decided to connect to this network to learn from other cities and regions in the world and to use the ICF indicators to benchmark Binh Duong’s progress in their ‘Smart’ socio-economic development. Being awarded Smart21, Binh Duong now formally is a member of the international ICF network, being the first region ever from Vietnam to accomplish this, and only the second region in ASEAN after Singapore (ICF Intelligent Community of the Year 1999).
