Our team is at your service

The Eindhoven International Project Office (EIPO) unlocks the knowledge and experience of the successful transition of the Brainport Eindhoven region and the Triple Helix collaboration model.


The EIPO team has been, and still is, actively engaged in Eindhoven’s government, industry and knowledge network. They hold extensive knowledge and experience, as well as a broad network in Eindhoven.


Working for and with the Brainport Development company, EIPO experienced the development of the Brainport Eindhoven region and their revolutionary strategies from within.

Smart Cities

EIPO team members gained experience in a variety of Smart City development programs around the world, including the management of the Brainport Smart District program.

Network and partners

Collaboration and sharing is our core business. EIPO works closely together with renowned partners from the Brainport Eindhoven region, as well as governments, universities and companies from all over the world. We strongly believe in sharing our knowledge and experiences with others, as well as learning from other cities and regions around the world engaged in economic development and Smart City programs.


The Eindhoven International Project Office is managed by Joost Helms and Peter Portheine, working on their projects with varying teams of experts and support staff, both from Brainport Eindhoven region as well as local experts.

Joost Helms


Mr. Joost Helms is director of the Eindhoven International Project Office (EIPO). He also chairs the Eindhoven Academy, institute for education and training focussing on successful collaboration in the Brainport Eindhoven ecosystem.

He graduated Eindhoven University of Technology in Chemical Engineering in 1996, gained 10 years of experience as an entrepreneur and has been in politics for another 10 years. He served as Vice Mayor of the City of Eindhoven when his city was awarded ICF Intelligent Community of the Year in 2011. Like no other, he understands the differences in motives, interests and processes of the different partners within Triple Helix collaborative ecosystems.

Peter Portheine

Peter Portheine


Mr. Peter Portheine is director of the Eindhoven International Project Office (EIPO). He also acts as program director Smart Cities Brainport and serves as an elected member of the Provincial Councel of North Brabant.

As an entrepreneur by nature, he has a long experience working and starting new businesses in ICT. Since 2009, he is working for the Eindhoven Brainport Development organization, focussing on programs on Smart Health and Smart Cities. He also is co-founder of the Brainport Health Innovation Network and the Brainport Smart District. He has a strong focus on integrated socio-economic development and a passion for innovation and technology.
